IL SB3183

Amends the Illinois Highway Code to require the Department of Transportation to establish and solely fund bicycle and pedestrian ways in or within one mile of urban areas when constructing, reconstructing, or modifying State transportation facilities.

Exempts pavement resurfacing projects that do not widen the existing traveled way or provide stabilized shoulders from the bicycle and pedestrian way requirement.

Allows the Secretary of Transportation to waive the requirement where documented safety issues, excessive cost, or absence of need exists.

Permits bicycle and pedestrian ways to be included in pavement resurfacing projects when local support is evident or accommodations can be added within the scope of the original roadwork.

Takes effect immediately upon becoming law.
