Creates the Cadaver Advisory Council within the Department of Public Health to develop and maintain guidelines on embalming techniques, preservation practices, and air quality testing for anatomical education programs at Illinois universities

Requires the Council to produce a document covering cadaver acceptance, embalming procedures, storage facilities, security, transportation, record-keeping, and final disposition, to be published on the Department's website

Council membership includes the Director of Public Health as chairperson, deans from University of Illinois and Southern Illinois University medical schools, two deans from independent medical schools, and representatives from body donation programs, lab managers, and funeral home organizations

Council members serve without compensation but may receive reimbursement for reasonable expenses from Department-appropriated funds

Effective date of July 1, 2020, with the Council required to meet at least every 6 months
