Extends the repeal date of the "single prime" definition from January 1, 2021 to January 1, 2026, allowing the design-bid-build procurement method to continue for building construction projects where the Capital Development Board or public institutions of higher education procure 2 or more work subdivisions under a single contract.

Changes specifications for building construction contracts exceeding $250,000 from "may" to "must" be prepared separately for 5 work subdivisions (plumbing, HVAC, ventilation, electrical, and general work), permitting independent bidding and separate contract awards.

Creates subsection (a-5) allowing the Capital Development Board flexibility to award 2 or more subdivisions together or separately for single prime projects, with requirements for bid transparency, subcontractor identification, prequalification, and compliance with disadvantaged business practices.

Creates subsection (a-10) authorizing institutions of higher education to use the single prime method for projects exceeding $250,000 if they submit written notice to the Procurement Policy Board and meet specific conditions, with limits on use for projects under $20,000,000 (maximum 50% of annual projects) and annual contract caps ($100 million for most institutions, $300 million for University of Illinois).

Amends the Design-Build Procurement Act to include institutions of higher education in the definition of "State construction agency" and repeals Section 90 of that Act; effective December 15, 2020.
