Requires the Department of Human Services to conduct a public information campaign educating immigrants, refugees, asylum seekers, and other noncitizens about their rights under the U.S. Constitution and Illinois laws that apply regardless of immigration status

Mandates the campaign include resources and contact information for organizations that can help residents protect and enforce their rights

Requires posting of rights information and resources in high-traffic public areas including train stations, airports, and highway rest stops, in consultation with the Department of Transportation

Directs DHS to consult with the Department on Aging, Department of Children and Family Services, Department of Employment Security, and Department of Public Health in developing the campaign

Permits DHS to adopt rules or joint rules with other agencies to implement these requirements
