Amends the Illinois Vehicle Code to allow the Secretary of State to issue electric vehicle registration plates as vanity or personalized plates under Section 3-405.1

Applies to first division motor vehicles and second division vehicles weighing 8,000 pounds or less that are propelled by electric engines and do not use motor fuel

Electric vehicle owners pay standard registration fees plus an additional $100 per year in lieu of motor fuel taxes (effective January 1, 2020)

$1 of the additional fees goes to the Secretary of State Special Services Fund, with the remainder deposited into the Road Fund
