IL SB3191

Allows non-resident U.S. Military members permanently assigned to Illinois on Permanent Change of Station (PCS) or Permanent Change of Assignment (PCA) orders to apply for concealed carry licenses regardless of their home state's firearm laws.

Requires military non-resident applicants to submit PCS/PCA orders, proof of service, a valid Firearm Owner's Identification Card (or application for one), and similar identification from their state of residence instead of an Illinois driver's license.

Mandates military non-resident licensees notify the Department of State Police within 30 days of relocating outside Illinois, receiving reassignment orders outside Illinois, or separating/retiring from the military.

Sets the application fee for military non-residents at $150 (same as Illinois residents), with funds apportioned to the State Police Firearm Services Fund ($120), Mental Health Reporting Fund ($20), and State Crime Laboratory Fund ($10).

Maintains all other qualifications under Section 25 of the Firearm Concealed Carry Act for military non-resident applicants.
