Permits currently employed and retired State correctional officers to carry concealed firearms off-duty without violating unlawful weapons statutes if they meet training and registration requirements established by the Illinois Law Enforcement Training Standards Board.

Permits currently employed and retired county correctional officers to carry concealed firearms off-duty under the same conditions as State correctional officers, with annual requalification at certified State ranges.

Requires off-duty correctional officers to be at least 21 years old, possess a valid Firearm Owner's Identification Card, complete approved firearms training, and register their personally-purchased firearms with the Illinois Department of State Police and local law enforcement.

Prohibits off-duty correctional officers from carrying state or county-issued firearms and subjects violators to disciplinary action by their employing agency.

Removes language regarding firearm exemptions for athletes participating in the 2016 Olympic and Paralympic Games.
