Defines "highly automated work zone vehicle" as a level 2 autonomous vehicle equipped with an automated driving system and remotely connected to an operator in a lead vehicle for use in construction or maintenance work zones under the Illinois State Toll Highway Authority's jurisdiction.

Defines "remote autonomous vehicle operator" as a licensed driver trained by the manufacturer of a highly automated work zone vehicle to remotely operate the vehicle while within line of sight of the operator.

Exempts highly automated work zone vehicles from the "following too closely" traffic violation under Section 11-710 of the Illinois Vehicle Code.

Establishes a 2-year pilot program administered by the Illinois State Toll Highway Authority allowing local governments to deploy highly automated work zone vehicles in construction or maintenance work zones under their jurisdiction.

Requires the Authority to submit annual reports to the Governor and General Assembly beginning June 1, 2021, detailing vehicle strikes, worker injuries, cost savings, operator training, and system malfunctions; pilot program repeals January 1, 2024.
