Specifies that declarations of intent must include candidate name and address, office sought, election date, and notarized signature; incomplete declarations shall not be accepted.

Requires President/Vice President and Governor/Lieutenant Governor write-in candidates to file one joint declaration, with votes for either candidate counting as valid votes for the ticket.
