Increases the maximum number of voters per election precinct from 400-800 (depending on jurisdiction) to a uniform standard of 1,200 voters statewide

Changes the trigger for mandatory precinct division from voter registration counts to actual votes cast at the most recent November general election

Makes precinct consolidation or readjustment optional ("may") rather than mandatory ("shall") for county boards in counties with fewer than 3,000,000 inhabitants

Allows cities with over 500,000 residents to revise precincts after presidential elections on a permissive rather than mandatory basis when votes exceed 1,200

Takes effect immediately upon becoming law
