IL SB3219

Amends the Illinois Municipal Code by adding Section 3.1-35-103 regarding comptroller employment restrictions.

Prohibits a municipal comptroller or person authorized to sign on the comptroller's behalf from receiving additional compensation from the municipality or being employed by a business that provides financial advice to the municipality.

Prohibits comptrollers from being employed by a business that provides deposit, redeposit, investment, reinvestment, withdrawal, or similar financial services to the municipality.

Exempts ordinary financial advice required in the normal performance of comptroller duties from the prohibition on outside financial advisory work.

Prevents home rule municipalities from enacting conflicting regulations on comptroller employment and establishes this as a limitation on home rule powers under the Illinois Constitution.
