IL SB3220

Creates a "Countywide Shared Services Property Tax Savings Plan Division" requiring each county to establish a shared services panel consisting of the county executive/board chairperson and representatives from each municipality and township in the county.

Municipalities with populations greater than 1,000,000 are not required to participate but may do so; county executives may invite other governmental units and school districts to participate.

Requires county executives to prepare and submit a shared services property tax savings plan to the county board by September 1, 2021, identifying recurring property tax savings through eliminating duplicative services, joint purchasing, shared equipment/facilities, reducing administrative overhead, and coordinating services.

Mandates the shared services panel approve the plan by December 31, 2021, following county board review and at least 3 public hearings; if the plan fails, it must be resubmitted by September 1, 2022, for approval by December 31, 2022.

Limits home rule powers by making countywide shared services plans an exclusive state power; exempts implementation costs from State Mandates Act reimbursement requirements.
