IL SB3245

Changes the Roadside Memorial Act to broaden its purpose from focusing on impaired driving to raising awareness of all traffic fatalities.

Requires fatal accident memorial markers with the message "Reckless Driving Costs Lives" only when victims died as a result of a crash caused by reckless homicide under Criminal Code Sections 9-3 or 9-3.2.

Requires all other fatal accident memorial markers to display "Drive With Care" instead of focusing on reckless driving.

Allows qualified relatives to request an additional panel below the primary marker bearing the victim's name and crash date.

Maintains existing provisions requiring markers to be preserved for at least 2 years and allowing supporting jurisdictions to charge fees not exceeding fabrication, installation, and maintenance costs.
