• Within 30 days of enactment, increases by 20% rates and reimbursements as of June 30, 2020 for community-based providers serving persons with developmental disabilities, and for ID/DD and MC/DD facilities licensed by the Department of Public Health.

• Requires providers and facilities to use at least 75% of the rate increase to raise wages and benefits for their staff.

• Mandates wage rate components be at least 145% of the applicable statewide, regional, or local minimum wage rate, whichever is higher.

• Requires community-based providers, ID/DD facilities, and MC/DD facilities to certify compliance with wage increase requirements in a form prescribed by the departments.

• Grants the Department of Human Services and Department of Healthcare and Family Services emergency rulemaking authority to implement these provisions, with emergency rules authority expiring January 1, 2026.
