Amends Section 9A-11 of the Illinois Public Aid Code concerning child care assistance programs and eligibility requirements.

Makes a technical correction to subsection (a) by changing "The" to "The" (correcting struck-through language).

Maintains existing provisions regarding child care eligibility for TANF recipients, transitioning families, at-risk families, families with special needs, and working families with very low incomes.

Preserves income thresholds requiring eligibility at no less than 185% of federal poverty level for working families with very low incomes beginning in fiscal year 2019.

Includes provisions for child care providers' status as public employees under the Illinois Public Labor Relations Act and establishes rate increases and co-payment requirements.
