Expands the Illinois Gaming Board's exclusion powers to cover video gaming and sports wagering in addition to traditional gambling facilities

Requires the Board to publish a list of all excluded individuals on its website

Establishes a mandatory voluntary self-exclusion program allowing individuals who acknowledge a gambling problem to ban themselves from all gaming activities, including casinos, video gaming, and sports wagering

Grants the Board authority to adopt emergency rules to implement the exclusion and self-exclusion provisions, with this emergency rulemaking authority expiring January 1, 2026

Creates procedures for individuals to petition for removal from the exclusion or self-exclusion lists under requirements established by the Board
