Amends the State Fair Gaming Act to authorize the Illinois Gaming Board to issue a licensed establishment license directly to the Department of Agriculture to operate video gaming at the Illinois State Fairgrounds and DuQuoin State Fairgrounds, rather than to a concessioner.

Requires the Department of Agriculture to select Board-licensed terminal operators under the Illinois Procurement Code for operational periods not to exceed 3 years, with a new selection process at the conclusion of each 3-year cycle.

Allows operation of up to 50 video gaming terminals at the Illinois State Fair and up to 30 terminals at the DuQuoin State Fair during their respective scheduled dates.

Restricts placement of video gaming terminals to no more than 10 in any temporary pavilion where alcoholic beverages are served at either State Fair.

Directs moneys bid by terminal operators to be deposited into the State Fairgrounds Capital Improvements and Harness Racing Fund.
