Amends the Environmental Protection Act to require the Environmental Protection Agency to grant the City of Aurora a modification to its Class V Non-Hazardous Underground Injection Control Area Permit for disposal of lime residual from the city's water treatment plant into a subterranean limestone and dolomite mine cavity.

Entitles the City of Aurora to retain any previous waivers from groundwater monitoring requirements granted in the original permit.

Allows the City of Aurora to transport lime residual from the water treatment plant to the injection site by truck without a manifest.

Permits the modified permit to allow changes to construction requirements and alterations to be performed on the permitted facility.

Requires the permit modification to be granted as a minor modification under the Agency's Class V underground injection control program rules.
