Terminates all terms of Department of Transportation selection committee members serving prior to January 1, 2021 on December 31, 2020.

Requires selection committees created on or after January 1, 2021 to consist of 9 members appointed with the advice and consent of the Illinois Senate.

Maintains existing requirements that selection committees include at least one public member nominated by a statewide professional association and representing geographic, ethnic, and cultural diversity.

Specifies public committee members must be licensed professionals in the affected field and cannot be employed by or have ownership interest in firms seeking contracts with the Department.
