Establishes a 4-year pilot program under the Department of Children and Family Services to license outdoor, nature-based early learning and child care programs from August 31, 2020 through June 30, 2024.

Selects up to 10 pilot locations in the first year with priority given to rural, urban, and suburban areas that lack licensed early learning programs, have full capacity with waiting lists, or would benefit from expanded family choice.

Authorizes the Department to waive or adapt licensing requirements as necessary for outdoor classroom operations and to develop a quality rating and improvement system for outdoor preschools.

Requires the Department to convene an advisory group of outdoor preschool practitioners and submit annual status reports through January 2024, plus a full report by November 30, 2024 with findings and recommendations for modifying or expanding outdoor preschool programs.

Repeals the pilot program provisions on January 1, 2026 and makes implementation subject to appropriation.
