Amends the Illinois Wage Payment and Collection Act to require employers to reimburse employees for necessary work-related expenses within 30 days after receipt of the expenditures or losses.

Changes employer liability standard from "authorized or required" to only "required" the employee to incur the necessary expenditure, making it harder for employees to claim reimbursement.

Allows employers to establish written expense reimbursement policies that limit liability, including specifications or guidelines that cap reimbursement amounts, as long as the policy does not provide for no reimbursement or de minimis reimbursement.

Requires employees to submit necessary expenditure requests with supporting documentation within 30 calendar days of incurring the expense, or within an extended timeframe if the employer's written policy allows.

Exempts employers from liability for losses due to employee negligence, normal wear, or theft (unless caused by employer negligence), and requires rules adopted by the Department to be consistent with federal regulations.
