Amends the Counties Code definition of "population" in Section 2-3001 to mean the total number of inhabitants according to the last preceding federal decennial census, replacing language referencing "as determined by."

Amends the Counties Code definition of "population" in Section 6-31002 to mean the total number of inhabitants according to the last preceding federal decennial census, removing the phrase "persons residing in a county."

Adds a new definition of "population" to the Illinois Municipal Code Section 1-1-2 defining it as the total number of inhabitants according to the last preceding federal decennial census.

Standardizes population definitions across county and municipal codes to consistently reference the federal decennial census as the basis for population counts.
