Removes the January 1, 2020 expiration date for electric vehicle registration provisions, making them permanent.

Electric vehicle owners must pay registration fees equal to standard first division motor vehicles, plus an additional $100 per year in lieu of motor fuel taxes.

Of the $100 annual surcharge, $1 goes to the Secretary of State Special Services Fund and the remaining $99 goes to the Road Fund.

Secretary of State may issue electric vehicle registration plates for an indefinite term matching the general registration plate term under Section 3-414.1.

For electric vehicle owners eligible for military series registration plates, the Secretary may require an electric vehicle decal displayed on the military plate instead of issuing a distinctive electric vehicle plate.
