Amends the Illinois Vehicle Code to establish enhanced penalties for aggravated driving under the influence resulting in death and injury.

Creates a new sentencing provision for violations involving a motor vehicle, snowmobile, all-terrain vehicle, or watercraft accident that results in one death and great bodily harm or permanent disability or disfigurement of one or more other persons, establishing a Class 2 felony with imprisonment of not less than 4 years and not more than 20 years.

Designates the act as "Lindsey's Law."

Maintains existing DUI penalty structure for basic violations (Class A misdemeanor) while enhancing penalties for aggravated circumstances including third or subsequent violations, school bus operations, accidents with injuries or deaths, driving with suspended license, and transporting minors.

Imposes mandatory minimum sentences and fines that cannot be suspended or reduced by courts for aggravated DUI violations, with additional penalties when minors are transported.
