Allows objections to certificates of nomination and petitions for public questions to be submitted electronically using methods approved and provided by the election authority, in addition to written submissions.

Eliminates the requirement for 2 physical copies when objections are submitted through an approved electronic method by the election authority.

Permits election authorities to use electronic methods mutually agreed upon with electoral boards to transmit objection petitions and related documents, as an alternative to registered mail or personal delivery.

Requires election authorities using secure Internet-based portals for paperless submission to provide objectors the ability to write general explanations, attach exhibits, save progress before final submission, and may require line-by-line indication of objections using the portal software.

Applies these electronic submission provisions to objections under Articles 7, 8, and 28 of the Election Code.
