Amends the Code of Civil Procedure to allow indigent persons to retain counsel of their choosing with court leave, and such counsel must perform duties without fees, charges, or reward.

Defines "indigent person" as anyone receiving means-based government benefits (SSI, TANF, SNAP, etc.), having income at or below 125% of poverty level, or facing substantial hardship from paying court fees.

Establishes tiered fee waivers: full waiver for those at 125% of poverty level; 75% waiver for 125-150% of poverty level; 50% waiver for 150-175%; and 25% waiver for 175-200% of poverty level.

Requires courts to provide written waiver applications and post notices in courthouses (minimum 8.5" x 11" in 30-point font, in English and Spanish) informing the public of the right to request fee waivers.

Allows courts to reconsider waivers if applicant was ineligible or experienced changed financial circumstances, with 10 days' notice and hearings limited to once every 6 months.
