IL SB3329

Prohibits the State and units of local government from regulating gardens or season extension techniques and devices (low/high tunnels, netting) on residential property used for personal consumption and enjoyment.

Defines "residential property" as a dwelling with 4 or fewer households that serves as the owner's primary residence, excluding investment properties and properties used as collateral for commercial loans.

Allows governments to maintain regulations regarding drought water restrictions, property setbacks, lot coverage, utility safety, fertilizer use, invasive species control, and controlled substances under state law.

Limits home rule powers by requiring home rule units to comply with this Act's provisions on garden regulation.

Takes effect immediately upon becoming law.
