• Requires community-based provider rate increases in effect on January 1, 2020 to fund minimum $2 per hour wage increases for direct care staff, with department rules ensuring funds are allocated to compensation increases.

• Authorizes Departments of Human Services and Healthcare and Family Services to adopt emergency rules to implement wage increase provisions, deemed necessary for public interest, safety, and welfare, with this authorization repealing January 1, 2026.

• Takes effect immediately upon becoming law.
