IL SB3339

Requires legislators to declare a conflict of interest before voting on any legislative matter where the legislator or immediate family member has a substantial financial interest in a business, investment, real property, lease, or other enterprise.

Requires legislators to request to be excused from voting when their personal financial interest would be affected more substantially by the vote than the general public would be affected.

Defines a "substantial" financial interest as meeting or exceeding the disclosure thresholds established under Section 4A-102 of the Illinois Governmental Ethics Act.

Allows the Legislative Ethics Commission to impose fines of up to $1,000 per violation for failure to comply with conflict of interest recusal requirements.

Repeals previous provisions in Sections 3-202 and 3-203 concerning legislator conflicts of interest.
