SB3348 Summary

• Amends the Department of Innovation and Technology Act to implement Executive Order 2016-001, establishing the Department's structure, powers, and duties with the Act controlling over the Executive Order if conflicts arise.

• Designates the Secretary of Innovation and Technology as the State's chief information officer and steward of State data for agencies under the Governor's jurisdiction, appointed by the Governor with Senate consent.

• Authorizes the Department to provide information technology services and communications services to State agencies, constitutional offices, federal/local units, and educational institutions on a cost-recovery basis through charges and fees.

• Grants the Department powers to procure and maintain IT equipment, establish IT standards and policies, control data security, report to the Governor on fiscal matters, and examine accounts and IT data of State agencies receiving appropriations.

• Repeals Sections 1-20, 1-30, 1-50, 1-55, and 1-60 of the Department of Innovation and Technology Act and updates references in the State Finance Act to reflect the Department's reorganized structure.
