• Extends the time minors alleged to be delinquent must be brought before a judicial officer from 40 hours to 48 hours, and includes weekends and court-designated holidays within this period.

• Requires all authorized juvenile detention facilities to use a statewide detention screening instrument verified through evidence-based practices, effective July 1, 2022, with approval by each circuit's chief judge.

• Authorizes the chief judge of each circuit to permit minors' court appearances by two-way audio-visual communication (closed circuit television or video conference) for initial appearances, detention hearings, and status hearings.

• Directs the Division of Probation Services of the Supreme Court to adopt a statewide juvenile detention screening instrument that is race and gender neutral and may include factors such as likelihood of court appearance, charge severity, violence involvement, prior system contact, and safe home environment.

• Takes effect immediately.
