IL SB3361

Prohibits municipalities, plan commissions, and planning departments from adopting or enforcing ordinances, zoning maps, comprehensive plans, official maps, or other regulations that discriminate against manufactured homes or modular homes solely based on their construction type.

Restricts home rule municipalities from regulating manufactured homes or modular homes in any manner inconsistent with these non-discrimination provisions.

Designates these restrictions as a limitation on home rule powers under Article VII, Section 6(i) of the Illinois Constitution regarding concurrent state and home rule unit authority.

Applies these protections to both Division 11-12 (comprehensive planning) and Division 11-13 (zoning) regulations of the Illinois Municipal Code.
