Changes language in the Criminal and Traffic Assessment Act from "may" to "shall," making it mandatory for county treasurers to create specified funds if they do not already exist.

Requires mandatory creation of seven funds: Court Automation Fund, Document Storage Fund, Circuit Clerk Operations and Administration Fund, State's Attorney Records Automation Fund, Public Defender Records Automation Fund, Circuit Court Clerk Electronic Citation Fund, and Child Advocacy Center Fund (in counties where such centers operate).

Allows treasurers to deposit money into the general county fund instead of creating a specific fund only if the county has not instituted and does not plan to institute a program using that particular fund.

Maintains existing provisions for fund uses, including automating court records, storing documents, funding State's Attorney and Public Defender record systems, and supporting Children's Advocacy Centers.
