Transfers responsibility for supporting 10% local food purchasing goals from the Local Food, Farms, and Jobs Council to the State of Illinois for entities funded in part or whole by State dollars.

Requires all State agencies and State-owned facilities that purchase food and food products to publish annual reports on their farm and food purchases on procurement bulletins, with the first report due January 1, 2021 for fiscal year 2020.

Changes the baseline year for tracking local farm or food product purchases from fiscal year 2011 to fiscal year 2019.

Removes provisions creating, governing, and defining the responsibilities of the Local Food, Farms, and Jobs Council.

Makes a conforming change to the Commission to End Hunger Act by removing the Local Food, Farms, and Jobs Council as a liaison designator to the Commission.
