Exempts public institutions of higher education from Illinois Procurement Code requirements for search and placement of medical practitioners needed for clinical and academic staffing at teaching hospitals located at Southern Illinois University School of Medicine, University of Illinois at Chicago, and University of Illinois Champaign-Urbana.

Requires public institutions of higher education to publish notice of exempt contracts in the Procurement Bulletin within 14 calendar days and submit monthly reports to the Chief Procurement Officer detailing contractor names, service descriptions, contract amounts, terms, and exceptions utilized.

Allows leases for real property owned by Southern Illinois University to be used by Southern Illinois University School of Medicine for an ambulatory surgical center to exceed the standard 10-year limit, provided lessor makes capital improvements exceeding $100,000 and the Board of Trustees determines extended term is necessary and in the university's best interest.

Restricts extended leases for Southern Illinois University ambulatory surgical centers to a maximum of 30 years in length.
