• Creates the Mental Health and Substance Use Disorder Rate Equity Act to increase reimbursement rates for mental health and substance use disorder treatment providers and community-based prevention organizations in Illinois.

• Mandates incremental rate increases beginning July 1, 2020: 9% increase in 2020, 7% in 2021, and 5% in 2022 for community-based mental health and substance use disorder treatment services.

• Requires annual adjustments to reimbursement rates beginning in 2023 using the Consumer Price Index-U from the previous year, capped at 2% annually, with rates remaining unchanged if CPI-U decreases.

• Applies rate increases to grants for community-based prevention organizations, certified community mental health centers, behavioral health clinics, and licensed substance use disorder treatment providers.

• Permits the Departments of Human Services and Healthcare and Family Services to adopt emergency rules to implement the rate increases, effective immediately upon bill passage.
