SB3404 Summary

• Repeals Section 11-208.6 of the Illinois Vehicle Code, eliminating authority for municipalities and counties to use automated traffic law enforcement systems (red light cameras) at intersections to photograph vehicles failing to stop at red lights.

• Prohibits all units of local government, including home rule units, from enacting or enforcing ordinances that use automated traffic law enforcement systems to enforce red light violations, with violations of this prohibition denied as a home rule power.

• Limits automated speed enforcement systems to municipalities with a population of 1,000,000 or more and restricts their use to safety zones near schools and parks, with specific operational requirements and revenue restrictions.

• Updates references throughout the Vehicle Code to remove citations to the repealed Section 11-208.6 and conform language regarding automated traffic enforcement systems.

• Adds Section 8.45 to the State Mandates Act declaring that no state reimbursement is required for implementation of mandates created by this act.
