Renames the "Library Facilities Operations Director" to "Facilities Services Director" and the "Director of the Library" to "Library Services Director," both appointed by the Executive Director.

Changes the approval authority for exchanging library materials from the Board of Trustees to the Executive Director, allowing the State Historian to exchange materials of no historical interest with other libraries, schools, or historical societies.

Removes provisions regarding distribution of Illinois Historical Collections volumes to authors, editors, archives, libraries, and public institutions.

Modifies newspaper preservation requirements to include "other materials" stored in Agency-provided locations, and changes the process for acquiring access from "supervise" to "work with library personnel in" arranging copyright permissions.

Repeals the State Historical Library Act.
