Reenacts Section 5-1103 of the Counties Code, which was previously repealed by Public Act 100-987, to allow county boards to impose a court services assessment dedicated to defraying court security expenses incurred by sheriffs.

Renames the "court services fee" to "court services assessment" and clarifies that this assessment is in addition to assessments under the Criminal and Traffic Assessment Act.

Sets a maximum assessment rate of $25 unless justified by an acceptable cost study, with differential rates allowed for various case types with Chief Judge concurrence.

Validates all actions taken under Section 5-1103 since August 20, 2018, and declares the section was continuously in effect during that period despite the prior repeal.

Amends the Criminal and Traffic Assessment Act to remove Section 5-1103 from the list of repealed sections and makes conforming changes throughout the Counties Code.
