Converts the Family Support Services Voucher Pilot Program into a permanent Voucher Respite Program administered by the Department of Human Services

Expands program administration to allow community entities beyond just agencies that provide respite services, with the Department establishing contracts statewide to meet family needs

Program purposes include increasing family access to respite services, providing greater flexibility over services, accommodating diverse family support needs, and preventing or delaying the need for more intensive long-term care

Vouchers can be used for in-home caregivers, companions for community outings, registration in community programs (park districts, extracurricular activities, community college), and home health care personnel when medical expertise is needed

Effective date of July 1, 2020
