Establishes family and medical leave eligibility for school district employees employed at least 12 months who worked at least 1,000 hours in the previous 12-month period, matching terms of the federal Family and Medical Leave Act of 1993.

Extends the same family and medical leave eligibility to employees of the University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, and Northern Illinois University.

Provides family and medical leave eligibility to community college employees employed at least 12 months who worked at least 1,000 hours in the previous 12-month period under the same federal FMLA terms and conditions.

Applies uniformly across all public education institutions in Illinois, ensuring consistent leave eligibility standards for school districts, public universities, and community college districts.
