Extends the deadline for a workgroup convened by the Department of Insurance and Department of Healthcare and Family Services to provide recommendations on health plan data reporting requirements from December 31, 2019 to May 31, 2020.

Requires the workgroup to separately break out data on mental, emotional, nervous, or substance use disorder benefits compared to other medical benefits in their recommendations to the General Assembly.

Workgroup composition includes 11 members: 3 mental health parity experts, 3 behavioral health providers, 2 Medicaid managed care representatives, 2 commercial insurer representatives, and 1 additional managed care organization representative appointed by the Governor.

Directs insurers to submit annual reports starting July 1, 2020 containing detailed information on pharmacy management, utilization review processes, medical necessity criteria, and nonquantitative treatment limitations for behavioral health versus medical benefits.

Requires insurers to make comparative analyses and compliance findings publicly available to plan participants and beneficiaries on a website prominently displayed in plan materials.
