Permits the storage, possession, sale, and use of "nonfireworks" at all times throughout Illinois

Requires regulation of nonfireworks to follow the National Fire Protection Association's Code (NFPA 1124), 2006 edition standards

Exempts the City of Chicago from these provisions, allowing Chicago to maintain its own regulations

Defines "nonfireworks" to include: toy cap pistols and guns (with limited explosive content), sparklers (up to 100 grams of pyrotechnic mixture), handheld/ground-based sparkling devices (up to 75 grams per tube or 500 grams total), snakes, glow worms, smoke devices, and trick noisemakers like party poppers and snappers
