SB3460 - Personalized Firearms Act

• Creates the Personalized Firearm Authorization Commission within Illinois State Police to establish performance standards for personalized firearms and maintain a roster of approved firearms for public sale.

• Commission consists of 7 members: three ex officio members (Attorney General, State Police Director, Human Services Secretary) and four public members appointed by the Governor, including representatives from pediatrics, firearms industry, gun violence prevention, and biometric/RFID technology.

• Within 12 months of the first personalized firearm being rostered, all licensed firearms retail dealers must only sell Commission-approved personalized firearms, post the roster and disclosure signs, and accept customer orders for approved models.

• Personalized firearms must incorporate permanent, non-deactivatable technology that renders them resistant to firing except by authorized users, and meet all other industry reliability standards as determined by independent laboratory testing or Illinois State Police.

• Violations by licensed dealers carry penalties of $500 for first offense, $1,000 for second offense, and up to $2,000 plus 6-month license suspension for third or subsequent offenses, with each firearm sold in violation counted as a separate offense.
