Terminates all existing Legislative Ethics Commission commissioners on December 31, 2020, with new appointments beginning January 1, 2021.

Increases the number of commissioners from 8 to 10, appointed by the Chief Justice of the Illinois Supreme Court and the most senior Supreme Court Justice from the opposing political party.

Requires commissioners to reflect Illinois's ethnic, gender, and racial demographics, with 8 commissioners equally representing the two major parties and 2 representing neither major party.

Establishes 6-year commissioner terms, requires financial disclosure statements, and prohibits commissioners from serving in the General Assembly or Senate-confirmed positions for 10 years after their service ends.

Changes the voting threshold for official Commission action from 5 to 6 commissioners and increases the quorum requirement from 5 to 6 commissioners.
