SB3462 - Illinois Partners for Nutrient Loss Reduction Act

• Renames the "Partners for Conservation Fund" to the "Partners for Nutrient Loss Reduction Fund" and updates all related references throughout the State Finance Act.

• Extends automatic monthly transfers from the General Revenue Fund to the Fund through June 30, 2026 (previously ending June 30, 2021), increasing the annual transfer amount to $35,075,000 (from $14,000,000).

• Authorizes Fund moneys to implement Illinois' Nutrient Loss Reduction Strategy, including support for the Policy Working Group, water quality monitoring, biennial progress reports, cost-share grants for nutrient capture projects, and nutrient assessment plan development.

• Specifies annual funding allocations: $11,075,000 to the Environmental Protection Agency for coordination and monitoring (2021-2026), and $17,500,000 to the Department of Agriculture for Soil and Water Conservation Districts and nutrient capture practice grants (2022-2026).

• Becomes effective immediately upon passage, supporting Illinois' goal to reduce nitrogen loads by 15% and phosphorus loads by 25% by 2025, with a long-term goal of 45% reduction.
