SB3464 - Medicaid Technical Assistance Act

• Requires the Department of Healthcare and Family Services to establish a Medicaid Technical Assistance Center within the Office of Medicaid Innovation to strengthen health care provider capacity and participation in HealthChoice Illinois.

• Center must provide ongoing free trainings (in-person and web-based) statewide, maintain an updated website with training archives and provider resources, and host quarterly regional learning collaboratives with Department and managed care organization leadership.

• Center shall publish network adequacy reports within 3 years and annually thereafter, identifying provider service deserts and health care disparities by race and ethnicity.

• Department must maximize federal financial participation for Center funding, with federal funds used for further development and expansion of the Center and deposited into the newly created Medicaid Technical Assistance Center Fund.

• Creates the Medicaid Technical Assistance Center Fund as a special fund in the state treasury, consisting of appropriated state moneys and federal financial participation funds, with all interest earnings deposited back into the fund.
