Changes possession penalties for persons under 21 years of age from civil law violation to Class A misdemeanor for possession of 30 grams or less of cannabis.

Subjects persons under 21 who possess more than 30 grams of cannabis to penalties under Section 4 of the Cannabis Control Act rather than the Cannabis Regulation and Tax Act.

Allows Secretary of State to suspend or revoke driving privileges for violations of cannabis possession while in a motor vehicle under Section 6-206 of the Illinois Vehicle Code.

Makes it unlawful for parents or guardians to knowingly permit their residence, property, or vehicles to be used by underage invitees for cannabis consumption, with penalties of Class A misdemeanor and minimum $500 fine, or Class 4 felony if resulting in great bodily harm or death.

Effective immediately upon becoming law.
