SB3469 Summary

• Prohibits special districts from imposing taxes on the sale, cultivation, or use of cannabis, ensuring cannabis taxation authority remains only with the state and local governments (counties, municipalities, school districts)

• Adds definition of "special district" to the Cannabis Regulation and Tax Act as a unit of local government other than a county, municipality, or school district

• Amends multiple special district acts (Civic Center Code, Flood Prevention District Act, Metro-East Park and Recreation District Act, Local Mass Transit District Act, Regional Transportation Authority Act, and Water Commission Act) to explicitly prohibit cannabis taxation

• Prevents special districts already authorized to impose various occupation and sales taxes from extending those taxes to cannabis products and cultivation activities

• Takes effect immediately upon becoming law
