Amends the Condominium Property Act to require that additional fees or special assessment fees charged by associations for common element use be prorated based on the appraised value of each unit.

Amends the Landlord and Tenant Act to require that additional fees charged by landlords for common area use be prorated based on the size of the leased property.

Defines "common areas" under the Landlord and Tenant Act as landlord property offered for tenant use that is not part of the leased premises.
